Speed equals distance divided by time in hours. Riding 20 km in 60 minutes is 20 km/h.
Does this include stops?
It uses the total time you enter, so including stoppage time lowers the average. Enter moving time only if you want moving speed.
Why is my average lower than my top speed?
Average speed blends climbs, headwinds, corners, and coasting, so it is naturally well below the peak speed you hit on descents.
